Package: libqoauth-dev

libqoauth-dev installs both /usr/lib/pkgconfig/qoauth.pc and
/usr/share/pkgconfig/qoauth.pc. Usually, every pkgconf package name
should be provided by only one location. It doesn't seem to be really
bad here, because their contents equal and therefore it does not
practically matter which one is chosen, but this still is an odd
practice and is better discontinued. libqoauth-dev is the only package
in Debian that installs a .pc file twice.

Also note that installing it to /usr/lib/<triplet>/pkgconfig would be
even better, because otherwise pkgconfig --exists qoauth could
erroneously return success when in fact libqoauth-dev is not installed
for the architecture in question.
