Bug#1101140: blurhash-python: upstream metadata is wrong and confusing

Yes. I packaged blurhash because it was needed by python-mastodon. I must've
messed up somehow and got confused about the correct pypi package to use.

I'm going to fix this as you suggest, changing the package to match the
claimed upstream.
