Package: libcap2

Hi!

The Go team needs the Go packaging which is part of libcap2, for
docker-buildx and sbctl.  I have made a local packaging of this for only
the Go part of libcap2, and it seems to work, but I'm wondering about
next steps for this.  What you think generally about this package?

1) Could you package latest version?  I'm happy to help if you need help
finishing this.  I looked in the bug tracker if there were any known
reason for the delay, but didn't find anything obvious.

2) Would you be willing to add the Go code?  I think a new binary
package golang-kernel-pub-linux-libs-security-libcap-dev built with
usual Debian Go tools and the DH_GOLANG_BUILDPKG setting below and would
be sufficient.  I'm happy to help integrate this too if you agree it
should be done from within the Debian 'libcap2' source package.  One
alternative is to have a stripped-down golang-libcap2 source package in
Debian with only the Go components in it, which may be a good idea
anyway if the release schedule and/or copyright situation of the C and
Go library is different for some reason.
