I recommend to leave the file /etc/dnsmasq.conf unchanged and set up
your specific configuration per one or more .conf files in
/etc/dnsmasq.d These files get pulled in automatically, given you did
not change the CONFIG_DIR variable set in /etc/default/dnsmasq.

As these files are not part of the package they are ignored when
updating it
