The commit message from https://salsa.debian.org/gnome-team/gnome-control-center/-/commit/f652debe was accurate at the time. However, the blank Apps page was reported as https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/2545 . It was fixed in gnome-control-center 47 Beta. In fact, Ubuntu has for several months only had malcontent-gui as a Suggests from gnome-control-center so demoting it to Recommends for Debian is safe. Since Recommends are installed by default, my initial thinking is that it would comply with the legal requirements mentioned in the earlier commit message. I'll make the proposed change now.
