My personal policy for NEWS.Debian is to use it when it's really needed. For the recent change in the way files in /etc/profile.d are sourced, I used NEWS.Debian to warn the user, because the behavior change is not obvious, and there is no way the postinst may convert files in /etc/profile.d to the new standard. For this change, a missing mesg command is very obvious, the fact that it does not work anymore is quite harmless, and there is already a NEWS.Debian entry from util-linux about this. I think that's more than enough. Thanks.
