For people who have copied an old .profile and added to it,  a NEWS.Debian
message would help inform them to take action

My personal policy for NEWS.Debian is to use it when it's really needed.

For the recent change in the way files in /etc/profile.d are sourced, I used
NEWS.Debian to warn the user, because the behavior change is not obvious,
and there is no way the postinst may convert files in /etc/profile.d to the
new standard.

For this change, a missing mesg command is very obvious, the fact that it
does not work anymore is quite harmless, and there is already a NEWS.Debian
entry from util-linux about this. I think that's more than enough.

Thanks.
