A similar bug was diagnosed and fixed here:

(Similar in which the package started to fail when I switched
from 3th generation EPYC to 4th generation EPYC processors).

I don't see a good reason to downgrade this. New hardware should
be supported the same as old one. The fact that buildd has old CPUs
or it has Intel CPUs is not an endorsement that the end user
has to use old CPUs or Intel CPUs to build packages.
