The additional details you provided helped me track down two bugs in
apt-listchanges, which will be fixed in 4.8:

Both logic errors I found were related to binnmu handling.
This should mitigate the issue you are experiencing since it should
significantly reduce the number of times apt-listchanges tries to fetch
changelogs over the network.
Regarding the other issue you are seeing, i.e., that `apt-get -qq
changelog` is pegging your CPU, I think you should probably file that as
a separate bug against apt, since that one is out of my hands.
