It seems Firefox relay replies are less than ideal for this.
I tried again on a new machine. I was able to reproduce the issue by following the steps I outlined before. I then did a full reinstall - but this time after switching to the sid repos and running full-upgrade I installed systemd-cryptsetup before rebooting. This did not resolve the issue.
