Bug#1075488: scalapack: ftbfs with GCC-14

I'm not entirely convinced this is fixed as 1) I don't see anything 
referencing gcc-14 in the upstream github issue, and 2) there has been 
no new upload of scalapack to actually fix this. Furthermore, we had a 
failed build due to GCC-14 in Ubuntu. Can we shed some light on why this 
was silently closed?
