See https://wiki.debian.org/SourceOnlyUpload . In short, there is
a longstanding limitation that arch:all packages cannot be binNMUed.

For now, doing a source-only upload after passing the NEW queue
when your package generates arch:all packages is the only choice.

Personally I am in favor of frequent uploads and rebuilds, so I don't
see it as a major inconvenience. Anyway, eventually we all want to
see this limitation solved on the FTP Masters side.
