Do I understand correctly that:

* The only way for a package to be accepted through NEW queue (because
  it is entering Debian for the first time) is to do a binary upload.

* If successful, that upload will enter Debian ‘unstable’.

* Because that upload was a binary upload, it cannot enter Debian
  ‘testing’.

Is any of that incorrect?

How is a NEW upload meant to migrate to Debian ‘testing’?
