I tried to reproduce your scenario after starting vim as "vim -u NONE" to ensure that no settings or plugins are affecting the display. I had to ":set showmode" first (since that is what shows '-- INSERT --', but after that everything worked as expected. Pressing o at the end of the file still displayed '-- INSERT --'.
