Since isc-dhcp-client is EOL and will be removed from Debian in the near future, I don't think there's any point in investing time on fixing it. On the other hand, dhcpcd-base is declared to be a "substitute for ISC DHCP Client": I would really like to see it fixed and capable of correctly managing DHCP option 119.
