AFAICT, the Rocky Linux machine has the ISC DHCP client
and /etc/resolv.conf is written by a script /usr/sbin/dhclient-script,
which obtains data from the ISC DHCP client.

But, as I said, the Debian GNU/Linux machine seems to be unable to
write the two search domains to /etc/resolv.conf, even with
isc-dhcp-client
I was hoping to solve this issue by switching to dhcpcd-base, but no
luck... Hence I filed this bug report, in the hope to see the issue
fixed in dhcpcd-base.

You certainly know dhcpcd and the corresponding Debian package much
better than me (since you maintain the Debian package!).
If you think that this is an upstream issue, I take your word for that.

Please forward my bug report upstream and let's see what the upstream
developer(s) will say about it.
