I am using ii initscripts 2.86.ds1-14 and installed these only a short while ago when I installed linux-image-2.6.16-something. Before, with no initscripts and linux-image-2.6.12 installed, powerdown on shutdown worked. I currently do apt-get update && apt-get -f dist-upgrade on said box daily, mostly due to the X.org transition. I don't know how much more current I can get.
