You can rename it to vimrc.common > if you like, but it's still convenient. It's up to you, you can have whatever changes you want in your system wide vim configuration files. The NEWS item about the .local files was about the _default_ Debian vim configuration files not sourcing them in the future. Since we did that in the past, users should be informed if we change our mind.
