Hmm, is fmtutil run with
--no-error-if-no-engine=luajithbtex,luajittex,mfluajit
? That *should* give exit status 0 even if the engines are not
available.
This is what we do in TL, and that works since long, since many of the
archs we support don't have the jit variants.
