Hello Helge, The presence of these *.2 and *.3 manpages in the manpages package instead of manpages-dev is to avoid sending broken links in the manpages-dev package.
The source package even provides a script [1] to check for this problem and make corrections. There is also an example in the manpages-dev package: console_ioctl.4 is moved to the manpages-dev package because it points to ioctl_console.2.
