So dropping the depends to recommends or suggests is in principle fine,
but then we need to check which of the texlive-* packages depend on
texgyre and might need an additional dependency.

So, texlive-fonts-recommended recommends tex-gyre and texlive-full pulls it in. tex-gyre in turn contains the full set of Type1 fonts, just recommends the OpenType fonts (fonts-texgyre & fonts-texgyre-math). So I don't see any need for action here.
