There are several packages which can convert v1 to v2 tags. My preferred one is called 'id3v2' (it's in Debian), a simple commandline tool which can both edit and convert tags. You have to be careful though as I think the --convert option will probably overwrite any existing ID3v2 tag so you only want to run on those files which don't already have one.
