Unfortunately upstream did not updated both PyPi or Github yet, there is only
the tarball of the alpha release on SourceForge:

https://sourceforge.net/projects/geographiclib/files/distrib-Python/

Maybe upstream will update later but if you want to package the alpha
version for experimental you can take the tarball there.

For the initial scaffolding of a python package you can take a look at stdeb:
https://packages.debian.org/source/sid/stdeb
You will have to review and manually fix stuff but it's a start.
Otherwise since geographiclib package right now build and install also
the python binding, you can just take the parts related to the python
binding.
