Fwiw, NetworkManager nowadays defaults to its internal dhcp client implementation (based on sd-network), isc dhclient is only a fallback (unless configured explicitly). So dhcpcd5 being available in a newer version would be nice but is not a pressing issue for NetworkManager itself.

           dhclient and dhcpcd options require the indicated clients to be

Fwiw, this is the reason why isc-dhcp-client was first demoted to Suggests in network-manager and has been dropped completely in 1.32.12-1.
