I think we tracked the issue to the root cause now, it is a problem with the 'rtldacpay' element of gstreamer. Experimental change to pulseaudio was used to confirm the issue and there will be a fix to gstreamer plugin code following https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/issues/1124#note_1265887
