It appears the problem is caused by 20_restricted_region_readjustment.patch. When I removed that patch curses programs started working again on the third tab.
I've included a simple ncurses program to show you the problem. Compile with gcc ncurses.c -lncurses -std=c99 -o vte-bug-demo You can then run bte-bug-demo.
