In general, simply report the issue "as is" to debian-l10n-german (but
you may also open bug reports, I'm fine with this as well).

In this particular case you found a problem with a design decision in
manpages-l10n-german, therefor *in this case* I wanted to check with
you if I diagnosed the problem right. So if you tell me the output of
that command, that would be great.

Btw. the error you noticed in the sysv-rc man page has already been
fixed upstream and will appear "soon" in Debian.

I don't think there is any other command you need, and usually simply
reporting this is sufficient, as stated above.
