Actually, it isn't supposed to work at all, because until a few minutes ago
there was no translation setup code.
I just added something in that regard to Libchipcard's GIT repository, but we
still need to add I18N stuff to the toplevel Makefile.am to generate message
catalogs etc.
Until then the I18N environment in Libchipcard is incomplete and thus not
available ATM.
