Hi Adam I tried uploading directly myself and as you predicted it didn't work.
I uploaded the package to mentors: https://mentors.debian.net/debian/pool/main/u/ugrep/ugrep_3.2.0+dfsg-1~bpo10+1.dsc I guess you can fetch it from there and upload it yourself.
