Gareth is right: https://github.com/cowsay-org/cowsay is intended to be
a continuation of support for cowsay in the original author's spirit.
It's intended to be a place for "live" maintenance of cowsay since the
original repo seems to have gone abandonware.

I plan on maintaining this cowsay by:

  * Accepting bug fixes
  * Accepting some new cows, within reason (TODO: define a policy for
"within reason")
  * Improving release & packaging stuff so it plays nice with downstream
packagers
  * Extending the $COWPATH mechanism to make it easier for users or
system maintainers to "plug in" multiple additional collection of cows
into a vanilla cowsay installation

Aside from that, I plan to keep it "simple & fun" in the spirit of the
original author, and not introduce any significant new functionality or
architecture changes. I do not plan on accepting large numbers of new
cows; instead, the $COWPATH extension should support publishing of new
cow collections as separate packages or directories at the distro, host,
or user level.

I'd be happy to serve as the new upstream for the Debian package,
incorporating some of the existing Debian patches (and have already
pulled some of them in), and doing other modifications as needed to make
life easier for the Debian package maintainers.
