Red herring confirmed, based on my rebuilding (against testing) a netboot-gtk image, with all 4 udebs produced by src:cdebconf downgraded to the previous version (by reinjecting them, deb-reversion'd with an epoch, through build/localudebs). Out of curiosity, I've also reverted the deletion of fontconfig tweaks (due to the other bug that is language and possibly font-specific).
