I'm not sure how it works... it's suppose to be a extra message that appear when someone read the manpage in Portuguese... I've copied the format from other manpages please ask the maintainers of debhelper or debconf packages, they got to know how to make that file work, in both manpages it's working (appears at the bottom of the manpage) Best regards Américo Monteiro
