Well,we can report upstream as this issue also affects windows optimus systems but, google-chrome developers are aware of linux's myriad configurations and to address this they bundle swiftshader. And it just works for them.
For now we can make it work by adding --use-gl=desktop to /etc/chromium.d/default-flags file without changing buildsystem config.
