Hi,

The normal workflow is that for optional functionality a Recommends is
used. Suggests is more for somewhat-related stuff.

The PR downgrades also the dependency on libxtables, which is
definitely not something we want. And even for libatm1, what is the
issue exactly? It's just one library, why is it a problem if, with
recommends enabled, it gets installed?
TC loses functionality without it.
