It works this way by design. Basically, when the job completes without issues, it drops the date into /var/spool/apt-listbugs/lastprefclean . When the job encounters issues, it exits (with status 0). The job is attempted hourly (with a randomized delay), but it does nothing if it has already dropped the date into /var/spool/apt-listbugs/lastprefclean on the same day (where "day" is a 24 h time interval, starting at 7:00 a.m. local time). The rationale is: the job must be attempted at various times, since the network could be down sometimes.
