I've problems to readjust your described behavior.

I don't know what menu entry do you mean here? There is no menu option
'Options', I only know of 'Edit -> Preferences'.
Or do you mean 'Tools -> Add-Ons#?

If you have installed the package 'thunderbird-sv-se' there is nothing
to active or to be selected within the Thunderbird menus to beeing able
to use this locale.

I don't see any issues if I start Thunderbird from the CLI by
'LANG=sv-se thunderbird' to force the usage of Swedish locale. I've
written this email from a so started Thunderbird.

Do you tried to start with some clean environment by deactivating all
Add-ons? Please note some hints written to the Debian Wiki how to check
things on your side before thinking about raising up an bug report.
