probably it would make sense just to set some reasonable number for
maxreinits parameter (now it is -1, which means that it would loop
forever like in your case)

would you mind please to try to set maxreinits to something reasonable
(10 or 100) and see if fail2ban exits in case of 'failure to
initialize'.

This would be a quite important thing to keep in mind for the next
version of fail2ban (which would be somewhat different in terms of
configuration and handling), but I am not sure if any "fix" is necessary
for the current version to resolve the issue, if maxreinits set to a
number would resolve long log files issue...
