I looked at the warnquota.conf file and indeed the subject line for
emails was empty. But this is what I got from a default install of the
package. I ran dpkg-reconfigure on the package, and the debconf question
about the subject line had "" as a default entry.

So I guess the real bug is that the debconf question about the subject
line for emails should have a meaningful default setting ("Over quota"
would be perfectly fine).
