Package: mc
Version: 1:4.6.1-1
Severity: normal

Create a two directories. Create a zero sized file in one of them, then
copy to file to the other directory. Compare the two directories in
thorough compare mode. The files are treated as different and selected at
both sides.

Insert one character into one of them, then copy it over the other (zero sized)
file. You will have two identical files with size of 1 byte.

Copare the directories again. There will be no difference.

Zero sized files with the same name and times should be considered as equal.
