Hmmm, I simply cannot reproduce that. At my place every invocation of
dpkg-reconfigure libpaper1 changes all settings as expected.

Interesting ... not that I really understand what was going on here.
The libpaper1 texlive-base code checks
- whether the current settings for the four programs agree and agree
with the libpaper setting
- if this is the case, then set all programs to the new values
- if this is not the case
- ask a debconf question about which programs should be set to
the new paper size
I can reproduce this on my computer, and the debconf actions are
correctly carried out. So hmmm - strange ...
