The libpaper1 texlive-base code checks - whether the current settings for the four programs agree and agree with the libpaper setting - if this is the case, then set all programs to the new values - if this is not the case - ask a debconf question about which programs should be set to the new paper size I can reproduce this on my computer, and the debconf actions are correctly carried out.
