Hmmm, the code that does the purging was introduced in 3.4.0+dfsg-2
and before there was a different code that removed all pyc files on
configure, which was suboptimal anyway.

Since the old prerm is called on upgrade, and there was no old prerm,
the pyc files where not removed.

In the old system the configure of the new packages removed all pyc
files and so nothing happened.

Now, if an upgrade from an old version to a new version where files
disappear, no cleaning is done ....

Ok .... I see ... I will try to get something that fixes this into
buster ...
