I'm trying to replicate this, and having difficulty.  Where exactly do
you see this message? on the terminal?  in the journal?  on the console?

You say "whenever *any* service is reladed" -- i assume that means, for
example: "systemctl reload ssh"

but when i do that i don't see any such message in any of these places:

  * the terminal where i run "systemctl reload ssh"
  * anywhere in journald
  * the system console

Can you help me replicate the problem?

Can you also show me the output of this command on your affected system:

   find /etc/systemd -iname 'kres*' -ls
