I just did a QA-test of Lubuntu 19.04 daily (2018-12-30 04:14 .. http://iso.qa.ubuntu.com/qatracker/milestones/398/builds/186240/testcases/1303/results/) and had the same results.

Same two dell monitors (one of which allows rotation and is used in portrait orientation). On second (portrait) display, when selecting menu (panel at bottom) about ~5.5cm gap exists between panel & menu when it appears.
