Hello Carl,
thanks for your bug report.

I am aware of the fact that apt-listbugs does not drop root privileges
for bug-report-examination activities.
Unfortunately, the matter is not easy.

Actually, the menu you were seeing (the one with "I'm bored; quit
please") comes from the querybts command (part of package "reportbug").
When you enter "b1", apt-listbugs launches querybts and passes control
to it.
The fact is that it does so without switching to another user, when run
as root, for the reasons explained above.

If you know any good method to drop root privileges, without triggering
the issues explained in the above cited bug report, please speak up.
