I am aware of the fact that apt-listbugs does not drop root privileges for bug-report-examination activities. Unfortunately, the matter is not easy. Actually, the menu you were seeing (the one with "I'm bored; quit please") comes from the querybts command (part of package "reportbug"). When you enter "b1", apt-listbugs launches querybts and passes control to it. The fact is that it does so without switching to another user, when run as root, for the reasons explained above.
