This turns out to be a problem where the ntp server has an AAAA record; it's been reported and fixed upstream: https://ntp.isc.org/bugs/show_bug.cgi?id=353 The easy workaround is to edit your ntp.conf so that it says server -4 my.ntp.server instead of just "server my.ntp.server".
