Good idea. I actually rejected liborcus (0.13.1-2) from NEW yesterday
with this inconsistency, resulting in:

  1 liborcus (0.13.1-3) experimental; urgency=medium
  2 
  3   * actually remove Files-Excluded: files...
  4   * debian/copyright: mention Markus Morhard (src/parser/win_stdint.h)
