Thank you for your quick response.  The problem was indeed caused by AppArmor.  
I had not realized that it had been enabled by default in testing.

Fixing the problem required installing the apparmor-utils package (which 
contains aa-complain).  Then running the following command resolved the issue:

aa-complain /etc/apparmor.d/usr.sbin.ejabberdctl
