In my opinion: The "Uploader" still has most responsibility, but others also can step in and help with a low threshold if problems appear. Either by submitting to git, or with directly uploading an update. Just the threshold is lower than in an NMU, and the changes are put into git (instead of the need to extract them from the NMU).
