I can't reproduce this problem with 3.0.21b-1.  I've just forced a 3.0.21b-1
system to win a local browser election, and after the expected delay, its
browse list does show all of the expected servers.

Are you sure you're seeing this problem with 3.0.21a-4 and 3.0.21b-1, and
not just with earlier 3.0.21a versions?  Or that it was not temporary
disruption caused by the LMB being unavailable due to the upgrade?

In an unrelated bug, our 3.0.21b packages seem to not be identifying
themselves correctly as Debian builds...
