I can't reproduce this problem with 3.0.21b-1. I've just forced a 3.0.21b-1 system to win a local browser election, and after the expected delay, its browse list does show all of the expected servers. Are you sure you're seeing this problem with 3.0.21a-4 and 3.0.21b-1, and not just with earlier 3.0.21a versions? Or that it was not temporary disruption caused by the LMB being unavailable due to the upgrade?
