Laurent Bigonville was requesting the same [1]. There are some reasons to keep it in this way we was thinking about. But they are mainly for doing the transition in Jessie (via stable-security) and Wheezy. The main reason was to get existing personal linking of the desktop files of the old Icedove on the user side. That's obviously not needed for Stretch. And we are now more or less in the complete freeze and need to make decision on that. It's a bit depending of the decision of the release team [2] if they still accept the Thunderbird migration right now. I personally still hope we can make Thunderbird for Stretch.
