"dpkg -l" since recently shows some removed packages as "ic" instead of "rc":

But none of these packages is installed: They all got uninstalled in the
past:

But due to showing up as "ic" instead of "rc", they show up in the apt
pllugin as broken or unconfigured packages:

According to Guillem (dpkg maintainer) that state is valid and means
"wanted to be installed" + "configured" as documented in the man page.

It's yet unclear what triggers that situation, but those packages are
clearly neither broken nor unconfigured. So I see two possible solutions:

* Ignore them.
* List them as (either yellow or green, maybe configurable) not fully
  removed.

Any comments on this issue are appreciated.
